I've tried making forums before (my only problem was forgetting about them and not working on them), so I have studied this type of thing a lot. A few things to know:
1. It is better to preserve the site's culture rather than to try to get as many posters as possible (basically just don't advertise to non-KimmerTube viewers).
2. You can however increase the number of posts by adding something about this site that keeps people going here. That is more difficult for a chan than a forum though. Maybe a game or something? One hacking forum I used to use had a point system where each user had a certain amount of points that they could increase by either gambling it (it had a live chat where users could type "!flip" and then a number, and it would either give them that number of points or subtract that number of points) or by making posts that you need to pay points to the poster in order to access.

Getting people to post on a message board is the hardest part about making one, but once you have a good amount of people using it you don't have to worry about it.
